But you do get one bolt skill for each element which can apply the appropiate status effects. Ice is applied most frequently in my experience and pretty much your standard attack. But with Immolation and Magic Rebalancer it's also a pretty good melee class.
For a good time, try 3 starring a rusty bow.

Apparently they can inflict Poison and Torpor, which is really neat. Personally I never bothered much with status effects and only used the few on the infused Bitterblack weapons.

To be fair, it didn't ever seem to impact gameplay much (that I noticed), but I would have preferred something less haphazard, maybe separate the leveling of each class somehow.
There probably is a way of managing it and getting a particular build, but I can't imagine I'd have had fun doing it.
It's a little silly too. I'm fairly certain I heard the best build for being a magick archer is to be a sorcerer for 200 levels. Really though the biggest changes happen pre-level 100; after that you can flutter around a bit and not be too underpowered. Besides, at the end of the day ten-shot/explosive arrows is always an option.

I forget since I haven't played this game in years but Drakes aren't supposed to be fought till your like level 40. The only reason why you fight it earlier is if you're trying to Dragon Forge your equipment early. But out of all the Giant Bosses drakes will always be a pain. I think arrowing them to death with ice arrows also works.
