But many people are using that as a reason why it's not Barriss Offee, especially on The Force.Net forums and Tumblr.
Then those people are stupid.
Yeah, Mortis Anakin had pretty dark eyes to emphasize the yellow irises. Although I still don't 100% understand how dark side eyes work and how much the darksider can control having them.
I think at the very least it's not unambiguously Barriss. Which is kind of impressive, really, although I don't know if I prefer this method of pre-release information release to the more total blackout TFA is trying for.
Why is everything about Barriss being put in spoilers anyway?
Same reason why Vader identifying Ahsoka Tano and vice versa in the Siege of Lothal before it's official release was asked to be covered despite already airing in Celebration. Not everyone has seen it, and it seems that the female Inquisitor is supposed to be this season's Fulcrum (which everyone knows is Ahsoka Tano), meaning that Barriss Offee is potential spoiler.
Edit: I just realized that the female Inquisitor's helmet, when seen from afar, looks vaguely like Barriss in her iconic hood. Does that mean anything? Hmmmm....

My only concern about Barriss is that her plot in relation to Ahsoka is likely to be the same as Vader's, with Barriss appearing more often, unless they have one or the other one shrug off the personal arc early in favor of being eeeevil: which will most likely be Barriss because she's The Heavy and Vader is the climactic villain.

"The difference between reality and fiction is that fiction has to make sense." - Tom Clancy, paraphrasing Mark Twain. If it is Barriss, I can see there being a plot point about how Ahsoka is essentially trying to instigate another civil war.
Although if we see an Inquisitor who has a history as a fallen Jedi, I'd really like to see one who fell because they were mad at the Jedi being betrayed by the Republic and felt that the people deserved to suffer for turning their backs on the Jedi.
After going through a rather long (and really circular) debate of whether Barriss is the female Inquisitor with someone, I have to wonder what is consensus of this new revelation. There are arguments for and against Barriss and neither side seems to being gaining the advantage.
There is plenty pointing towards and against Barriss. Towards her, you got the facial structure and the skin color. Against her, you've got the black sclera (gold eyes is nothing new for Dark Siders, but it's usually the area around the eyeballs that turn dark and not the eyeball itself, unless that's just part of how the show's art style emphasizes Dark Side corruption) and the lack of tattoos (and a scar missing right on her nose line if the tattoos were removed).
So everyone is divided on the controversy. I honestly would not mind either way it turns out, though.
Also, this is kind of a franchise spanning question, but: I've been playing Kot OR, and wondering how many Force powers are canon from that game. Because Sith Lightning, Force Wave, and Force Jump definitely are. I've heard that Palpatine used Battle Meditation in Rot J, and Force Healing is generally considered canon. But some things seem really iffy (I'm not sold on the Battle Meditation). I mean, I can see the idea that when Legends was canon some powers used in the cut scenes were considered lost over the next 4000 years (Stasis seems to be one), but it really seems like a ton of Legends canon had Force users be way overpowered. (Which makes sense for video games with Gameplay and Story Segregation, but some of it is over the top.)
tldr: What powers do Force users actually have in canon, and what is just Legends canon?
Off the top of my head things we've explicitly seen are telekinesis, precognition, limited mind reading, enhanced reflexes, force jumps, and healing. The Sith also get lightning.

There's also the thing Kanan and Ezra did to tame the beast things to help fight Zhao the Inquisitor.

As far as Legends canon is concerned, every power depicted is canon, as long as it's not contradicted by a higher level of canon. It's gameplay mechanics like stats and turns that aren't real.
I've always thought that was a mistake, personally. Making specific itemized "Force powers" is too reductive and mechanistic.
I'm mostly curious to see which Force powers from Legends are canon- and it's actually interesting that the movies and new EU do more with the animal empathy than I see in the Legends so far.
(I may or may not be asking as research for a Kot OR/TCW crossover, so that's why I'm curious. I want to make it where the Kot OR characters are not ridiculously overpowered, but still keeping some of the unique powers in.)
Wait, we forgot an ability: The almighty Force Kick

So Freddie Prinze Jr. just made a comment on twitter that has got the "female inquisitor is not Barriss" believers up in arms. "Species unknown? Makes me think who wrote the character description didn't watch The Clone Wars." Then he hashtags it with Miralian.

Well, that tells me one thing is for certain: Dave Filoni and crew are definitely aware of the Barriss speculation and the female Inquisitor design is intentionally invoking Barriss. But that also means they are going to constantly tease us and cause discord among the fans about this. All of the female Inquisitor's features that do not resemble Barriss can be either of the two things: Either they're there to subtly tell that the green skin and structure are Red Herring and it's not Barriss... or it's Dave Filoni trying to throw fans off the speculations of Barriss by changing these features (which he could get away by removable tattoos, Dark side eyes, different art-style, and the fact that we're not certain if Mirialan change drastically if under the influence of the Dark Side).
Well I mean, he's right. Even if it's not Barriss, which I find unlikely, she's still clearly Mirialan.
And by the way, since this is all totally speculation, I don't think we actually need to spoiler tag it.
Well the character being speculated on hasn't actually been shown in an episode yet.
I'll worry about Mirialanquisitor once she's introduced in the season proper. Whether she is Bariss or not, that is ultimately only relevant to Ahsoka and maybe Kanan and Rex.
Right now, I'm more intrigued by the male Inquisitor. I feel that the lack of mystery in his regard and his just "being there" might be a Red Herring in itself and that he could be the real Heavy for the season. Any ideas on what species he could be?

They're Dark Side eyes. Doesn't seem unreasonable to me.
