I doubt Garcia's involved in whatever shenanigans these are, because he's been obviously flagged as suspicious with the floating thing.
Maybe Hijack can be broadcast, somehow, so he's trying to get to the intercom.
I have a message from another time...I'd guess Hijack's working with Doorman to retrieve that locket thing. Since Forge wasn't revealed hiding in his medium just now, I think it won't happen, but maybe that before the end of this arc Hijack will discover Forge is already inside Mayview, and will retreat.
From espionage characters tending to be hired mercenaries it feels way too soon for this plan to have been hatched by Doorman's faction though, they only learnt about Forge's failure after Isaac had gone to school,and Hijack had been controlling the dog all morning and possibly before.
I tried to look back into the archive to see if the unknown bad guy faction at the end of chapter 4 mentioned any key words that might incriminate Hijack but no no avail. And like he said, "he's not evil" :]

He's still a threat.
But now they have an excuse to take him out of the way for interrogations or whatever.
And I don't believe he ever intended to kill anyone. Only maim or seriously injure. He is not, after all, evil.
His stated line is to make sure Jeff isn't in too much trouble once he's done "borrowing" his body. He might be underestimating how much trouble Jeff will be in for seriously hurting a student (or overestimating how much damage a human child can take), but I doubt he actually wants to kill.
This entire Hitball sequence is reminding me of the type of combat that Jo Jo tends to do - over the top hamming and posing, odd powers and crazy plans, with everything being over the top. The entire plan to beat Jeff particularly reminds me of it, with the plays in counterplays, hiding a flattened ball in the shadow of a normal one, whatever they're going to do to hit him in the next panel or two...
Yeah it's very jojoesque. Unfortunately none of them are best Jojo. Hopefully soon we will have a british human bugs bunny in the cast.

Hijack let go of the dog there, just before taking over Jeff, yeah, but Garcia himself had gone inside before Jeff was taken over, I think.
Which basically comes down to a question of how remotely Hijack was operating, but if he was just after Garcia, he could have easily taken him in the lot, most likely. If nothing else, he needed to get there maybe a minute earlier.
Mostly does better things now. Key word mostly. Writes things, but you'll never find them. Or you can ask.
