For example, in the first mission, Cole commenting how "a genius [Zeke] invented a car that doesn't explode when he sat on a car seat", and when Zeke says about missing pizza, Cole responses to settling with hot water.

I think he's the protagonist of Infamous. Might be wrong, though.

When he talked about inventing that car, he wasn't referring to Zeke. He said he wished some "genius" out there would invent a car like that.

As for the title question, he really isn't much of a snarker at all. He makes a few sarcastic remarks, but most of the time he's just plain serious and cynical.

He's snarky, but not as much as dedicated snarkers. The fight with Sascha would have resembled an MST if Cole was an actual snarker.
