So I'm drafting up an outline of my current story, and In the second chapter the characters break out of a local jail.

In the story, America has been taken over by a fascist dictator, and corrupt government officials started manipulating laws to take advantage of citizens deemed "Not American Enough."

Well, the timeline for all of this is the early 90s. The main characters don't start the main plot until 20 Minutes into the Future, so this has been going on for the better part of two decades.

Anyways, the protagonists are running through a police impound lot and happen across a Ferrari 512 Testarossa that had belonged to a wealthy non-Caucasian person.

Problem is, I don't want to break Willing Suspension of Disbelief. Foreign imports slowed to a halt in the mid-90s in this continuity, so finding a newer non-American vehicle is unlikely unless it had been smuggled in from Canada or Mexico. (And as this takes place near Washington, DC, that's unlikely.) If it's too unlikely (and it's mentioned in the story that's its a million-to-one stroke of luck), I'd probably just make it so it was something more practical impounded for the same reason.

Every once in a while stories progress through dumb luck on the character's part. I see nothing wrong with how you set it up originally. Though how they got they keys or how they got the know how to hotwire the thing would be my bigger concern.

Well, you could have it be a plot point about how unlikely it is. People would suspect the guy coming out of the foreign car.

The car being in the jail — guy was arrested for owning the car. The car is "evidence."

Key still in the car — the guards were lazy and just left the keys in the ignition. Believe it or not this is a common problem in Dictatorships (...Or So I Heard)

Have it show up previously. Perhaps have them specifically head to an area known for its cars, or something like that.

If you have wizards in 1990's America I doubt people are going to be too picky about where the characters get their tranportation from.

After all, sillier strokes of luck have shaped the world in real life.

Disagree. That falls under suspension of disbelief. This? Less so.

Similar to the whole mosquitos thing. Guy drew a comic of a male mosquito coming home from work, complaining about the blood sucking, and he got a bunch of mail explaining only females sucked blood. People could accept that mosquitos walked, lived in houses, wore clothes and spoke english, but not that males sucked blood.

Running through a police impound lot and finding a car is implausible? I'll grant that its a rare car but strange things always turn up in places you wouldn't expect. And DC isn't that far from the water, its possible it was smuggled in on a ship.

I think I've figured out how to do this believably:

They're in a holding cell, overlooking the impound lot. Yuki is looking out the window when she sees the car come in, get parked in the far corner, and a cop gets out and puts a tarp over it.

This sets it up ahead of time, illustrates the corrupt government, and explains how they knew to look for it.

No one believes me when I say angels can turn their panties into guns.
