FIRST THE PATROL IN PINWHEEL FAILED ME AGAIN, AND NOW THERE ARE REPORTS OF THE DRIFVEIL SQUAD BEING BEATEN BY SOME NOBODIES! DAMN IT ALL!

-Sol starts pacing around the room-

AND WHAT'S WORSE IS THAT AMATUER FROM BLACK CITY IS PROBABLY PUTTING THE BLAME ON ME WHEN IT WAS HER JOB TO COMMAND THE UNIT.

-Sol sit back down and buries her face in her hands-

If worst comes to worst then I will have to take the Forest myself and not leave it in the hands of an idiot!

-Napoleon comes in-

<Napoleon>: <Are you done yet?>

-Sol sighs-

-Hears the singing and falls asleep while inside one of the cars-

-The car opens up to let the passenger out, and September swoops down and Grabs Star, flying for the exit-

-The Xatu stands on top of the Pokémon Center, examining young trainers as they come and go-

Totodile... some idiot who chose Sunkern... Wooper... Chikorita... Gligar, naïve kid with a Rattata... Snubbull... oh! a Qwilfish!> — hoots and blinks, surprise lasts short — <Chikorita... -In a back alley-

<Mundane!Honchkrow: "We've been accepting jobs for two years. As for who's giving them, I haven't the slightest clue. The other bosses and I meet some agent every so often to get assignments and divide them up amongst ourselves...">

<Leana: "... But why? And why are they important enough to threaten random Pokemon and people with death? I thought that we tried to avoid causing things like that...">

<Mundane!Honchkrow: "The humans started backing off from us shortly after we started getting assignments, and even if they did try to interfere again, we'd be able to dispose of most of them. One of the 'krows that you see here is likely tougher than most Pokemon with humans around here. As for why we do these jobs... How do you think that we became so tough?">

<Mundane!Murkrow #2: "Well that and we get a ton of loot for each job...">

<Vlad: "... I really don't like where this is going...">

Chatot: (still in Elesa's voice) Oh, they're getting away!

- Zoroark goes over to change the path of the other rollercoaster cart over on her side of the gym -

Chatot: (to Zoroark, still in Elesa's voice) ... Yeah, it might be a little too late for that.

He's right, these Murkrow are comparable to Gym Leader Pokemon in terms of power.

Torchic: -Has been hiding behind me with Victini this whole time- <These Murkrow are scary.>

Deformed Ninetales? Probably a Zoroark, if not some vulpine mon from some other region that I haven't read about yet. The resources definitely point to Scolipede and Artemis. Excellent plan I have to admit, they're definitely not making the sort of mistake other empires have done in the past.

Chatot: (still in Elesa's voice) Well, I've been speaking in this voice for quite a while, so I've kind of gotten used to it.

Zoroark: (sighs) <Well, only one thing to do now.>

Chatot: (still Elesa's voice) And that is?

Zoroark: <This.> (grabs Chatot, throws her at Every's face and quickly runs out through the door while Every is distracted)

So this is how Scolipede and Artemis, excuse me Liepard exert their control outside of Unova, through proxies like you and the other Murkrow gangs of Celadon. It would make sense that they'd want more but not overextend themselves in the process.
