Not sufficiently clearly, as it appears. Ruby has been quite abrasive, and has complained about specific things like her sense that Amber is their parents' favourite, but Amber doesn't quite seem to understand Ruby's long list of reasons for being annoyed with her. (It doesn't help that Ruby isn't fully conscious of all of them herself, or that Ruby can't express some of the ones she does understand.) She's specifically said that Ruby often seems angry, but she never understands why.
So Amber knows that there's a problem, but doesn't understand the scale of it, and evidently thinks that she may be able to solve it by spending more time with Ruby and getting to know her better — whereas Ruby just thinks that this will lead to sororicide, because everything that Amber does seems to annoy her.

Because that would mean explaining, flat out, to Amber's face, that she doesn't want to work for her (despite the obvious huge benefits of the arrangement), and explaining the reason for that - which comes down to "I don't like you". Which is quite hard to say to somebody who is currently providing you with a place to stay, and even harder to say to your own sister when you're someone who attaches a high value to family loyalty, and is harder yet for an introvert - someone who is, despite all the evidence, not naturally confrontational.
Of course, Ruby might have tried to find a way to say all this a little bit subtly. But she's just tried that once, and it bounced straight off her stupid, annoying sister with her stupid, annoying inability to understand a simple four-syllable word.
