Very few songs make me cry consistently, but in the past, I've cried over Heart by Stars, Hey Jude, I Will Follow You Into The Dark, Transatlanticism, The Big Dango Family, and probably a number of Regina Spektor's songs.

I haven't the slightest idea why but... Every Little Thing She Does Is Magic by the Police always makes me at least tear up. /sapsapsap
Anathema's "One Last Goodbye". A fair bit of what I listen to is vaguely depressive, but "One Last Goodbye" is the only song I can think of that I would describe as an effective Tear Jerker.
Not that I cried, of course, I'm far too manly for that stuff. >_>
last.fm | RYMI don't think a song by itself has ever made me cry, but Hurt and The Show Must Go On make me all sad inside.
Only song that's ever made me cry. But it did the job pretty damn well.
