There's always going to be arguements and people calling discontinuity when it comes to Pokemon. This is no different. And frankly, actually making it into a real pokemon(Normal/Flying) with Water Gun as its starting move(but not the second Water Gun or Sky Attack) and allowing it to naturally learn Sky Attack at low levels would be pretty neat.
Plus, it's by far the most interesting Glass Cannon we've got. If only because it was the first glitch and has Nostalgia on its side. Heck, they could give it Pick Up as its ability.
Quest 64 threadI always thought they could justify the whole glitch thing by just saying it's powers mess with technology. Ergo, your Pokedex goes batshit and tells you incorrect type/attack info.

It Just Bugs MeI'd kind of like to see it done once well as a semi-serious Cosmic Horror plot, but for the most part no. Agree with the Easter Egg though, maybe as a one-off unexplained Bonus Boss somewhere.
