Gat, no contest. Nobody from GTA is anywhere close to adequately over-the-top enough.

Trevor faced worse, he's fought clowns.

But Gat's fought mascots.

Obviously, this raises the question, "Which is worse: Clowns or Mascots?"

Bayonetta vs. cyborg Raiden.

...Actually, I don't want those two to fight. They would be friends.

And Raiden probably is worried he'll be reminded of what a monster he is through the fight. AGAIN.

Damn, that's a hard one to call. Raiden is pretty goddamned powerful, but at no point did he ever fight the physical manifestation of God or many of the other insane stuff Bayonetta has fought.

I'm not sure if this has already been suggested, but what about Zer0 vs. Psycho Mantis?

Zer0, easily. Better tech, vastly more over-the-top world. I mean, mind-reading would be a good counter for Deception, but it won't let Psycho Mantis actually hurt the guy.

Plus, I'm fairly certain at some point Zer0 would break the fourth wall, find a controller port and change the socket it's in, rendering Mantis's powers useless.

Raiden get wrecked by Bayonetta.

I feel like generally speaking unless one has some sort of space/time manipulation magic > tech nearly every time.

In some cases Tech is actually the lowest form on the power level totem pole, if we take ki/INTENSE TRAINING as part of martial technique.

Or if you fuse Ki with tech, like Asuras Wrath does with its Mantra powered machines.

Yeah but those fall under Magitek which by nature is going to be above regular tech.

Eh, Bayonetta doesn't beat Raiden because she has magic. She beats Raiden because she is vastly, vastly more powerful than him.

I'd say Niko, because he's a simple man. A simple man with simple issues, all of which can be fixed with a simple solution - usually guns. Or bowling.

Depends. Out of all the GTA protagonists (with Franklin coming in a close second) Niko is the most mellowed out, and that might actually work against him. The Joker is absolutely unpredictable, and if Niko doesn't realize soon just how unhinged the Joker can be then he is going to end up a dead man. But if he does... keep in mind, the goddamned Batman has had difficulties fighting this guy despite his superior gadgetry and martial arts, so it isn't going to be an easy fight.
