I feel like generally speaking unless one has some sort of space/time manipulation magic > tech nearly every time.
In some cases Tech is actually the lowest form on the power level totem pole, if we take ki/INTENSE TRAINING as part of martial technique.
Or if you fuse Ki with tech, like Asuras Wrath does with its Mantra powered machines.
Watch SymphogearYeah but those fall under Magitek which by nature is going to be above regular tech.
Eh, Bayonetta doesn't beat Raiden because she has magic. She beats Raiden because she is vastly, vastly more powerful than him.

All things are lawful for me, but all things are not expedient: all things are lawful for me, but all things edify not.Depends. Out of all the GTA protagonists (with Franklin coming in a close second) Niko is the most mellowed out, and that might actually work against him. The Joker is absolutely unpredictable, and if Niko doesn't realize soon just how unhinged the Joker can be then he is going to end up a dead man. But if he does... keep in mind, the goddamned Batman has had difficulties fighting this guy despite his superior gadgetry and martial arts, so it isn't going to be an easy fight.
