Best Korea has (foreign-built) MiG-29s already. Those are roughly comparable to the F-15 if you only look at stats and ignore things like pilot training, avionics, and support. And I don't think China is going to pay all that much attention when it's already rolling out indigenous Flanker redesigns and fifth-gen fighters.

Here's a podcast regarding an abduction of Japanese nationals in North Korea during the Cold War.
Poland, Malta and a couple of other eastern European countries have been using North Koreans as super cheap labor (read: slave labor). Even worse, the laborers in question don't even get to enjoy the fruits of their work. Some sources estimate that up to 90% of their earnings are sent back to Best Korea as a means of financing the government, whilist the little left they have left either goes into buying what little goods they can. If they're lucky, the company they're contracted with might cover their living expenses. If not... well, that remaining 10% is what's supposed to cover that problem.
Oh, and of course, Warsaw denies the use of any North Korean immigrant labor.

In apparent first, North Korea launches ballistic missile into Sea of Japan EEZ
In Tokyo, Defense Minister Gen Nakatani told reporters that the missile flew around 1,000 km and appeared to have landed in Japan’s EEZ 250 km west of the Oga Peninsula in Akita Prefecture.
If confirmed, it would be the first time that a missile had landed in the Sea of Japan EEZ.
A Taepodong-1 missile lobbed by the North over Japan in 1998 fell into the country’s EEZ in the Pacific Ocean.
South Korea’s Joint Chiefs of Staff said the launch was conducted from the country’s southwestern South Hwanghae Province at around 7:50 a.m.
The Yonhap news agency, quoting a military source, said the missile was a medium-range Rodong, which has an estimated range of up to 1,300 km, making it capable of reaching as far as Japan.
The Japanese government said it had issued a strongly worded protest to Pyongyang over the launch.
“(The launch) is in defiance of clear U.N. Security Council resolutions and is an extremely problematic act from the standpoint of securing the safety of aircraft and vessels at sea,” the government said in a statement.
Nakatani ordered the Self-Defense Forces to gather information gathering on the launch and continue its surveillance of the relevant airspace and waters.
A series of North Korean missile launches and attempted launches since the start of the year have raised concern in Japan, South Korea and the U.S.
The launches follow last month’s announcement by South Korea and the United States of their decision to set up the Terminal High Altitude Area Defense missile system in South Korea to counter the North’s rising threat.
North Korea has also conducted four nuclear tests, most recently in January, despite U.N. Security Council resolutions prohibiting the act and warnings from the international community.
They've got to be very confident of these tests. One misfire and there goes the regime, unless the misfire landed in uninhabited mountains or something (statistically, highly likely for targeting Japan, but still...)
If the Chinese can't replicate those what hope do the Best Koreans have? Let alone fueling the damn thing.
