I think I know why this particular Chuck is so badass. Almost every other Chuck we've seen was sent back in time to prevent something, usually by preventing it before it ever gets started. Mayor Chuck stops the zombie apocalypse by building the Zombie Defense System, the Chuck with the vacuums warns the manufacturers about a certain chip, dinosaur Chuck tries to warn everyone about the impending scoutship before it lands.
This Chuck, however, came back in time to fight Dr. McNinja. No wonder he can punch dinosaurs.

I think aside from successfully punching a dinosaur, which I believe is a super power in it's own right, that this Chuck's most prominent power is his staunch use of common sense. And in this universe, that is a super power.
