I'm theorizing at max speed here but I've got no idea yet. Maybe some kind of supernatural historian...? It'd explain the name, sort of... But Wandering Eye is also a term for unfaithfulness, right? Maybe a temptress spirit? Envy? I dunno.
I get the feeling it's Wandering Eye more in the sense of a drifting observer. She doesn't seem to really affect anything important, she just watches people.
