Multiple Games
  • The Silver Case & Flower, Sun and Rain: Uminosuke Hachisuka is the insidious mayor of the 24th Ward. Partnering with the programmer Nezu by allowing him to control the city to his liking just as long as he gets elected mayor, Uminosuke was also responsible for the titular Silver Case, having murdered his fellow politicians to acquire Kamui Uehara's silver eye for himself, which grants him eternal youth. Heavily complicit in Nezu's Kamui and Ayame Maspro projects, where thousands of kids were used for experiments regarding severe brainwashing and the replication of the silver eye, Uminosuke allows his kids Tokio and Chizuku to be used as test subjects, later killing his son Kaoru and stealing his identity to extend his reign as mayor. Uminosuke was also involved in the genocide of Lospass Island's Sundance tribe, solely so that he can acquire their silver-eyed hyenas.

"Kill the Past" universe

  • The Silver Case games:
    • First game: Nezu is an unassuming programmer who serves as the true head of the 24th Ward and the heart of the Kamui conspiracy. Helping Uminosuke Hachisuka get elected mayor by promising that he'll revolutionize the 24th Ward, Nezu would go on to shape the city's infrastructure to his liking for over 20 years, allowing crime to take place across the city while viewing it as his own playground. In truth keeping Hachisuka in power by making the other factions unbalanced, Nezu was responsible for the Kamui Maspro, choosing to mold children into copies of hitman Kamui Uehara due to him being a blank slate with very little emotion or free will. Partnering with Hachisuka to have thousands of children forced to live in a dark shelter and brainwashed into becoming government assassins and empty shells who Nezu can control to kill anybody to his liking, the children were also used to replicate Kamui's silver eyes by way of surgical experimentation, throwing them out onto the streets afterwards with their childhoods completely robbed.
    • The 25th Ward's "Matchmaker" scenario: Shigino is a member of the Okiai Syndicate who works with the mayor and Postal Federation in their plan to create the newest generation of Kamui and spread chaos across the city. Tasked with gathering data on criminal power so that his superiors can harness its essence, Shigino pits the sides of preservation and destruction against each other in an attempt to shake up the Royal Adjustment Bureau. Having an obsessive infatuation over Tsuki, Shigino, finding that he can only get off when his crush feels misery, decides to ruin his life for sexual pleasure. This includes selling him out to the police; killing his friend and co-worker Yabukawa; and drugging his partner Osato enough to have him kill his former boss Ishiki. Abducting Osato to torturously extract his criminal power in front of Tsuki, Shigino spends his remaining moments happy to make his crush suffer.
  • Killer7's "Encounter": Curtis Blackburn is a pedophilic government assassin working for Heaven Smile. Having killed his protégée Dan Smith once in the past, Blackburn is introduced killing a prostitute before massacring an office building. Blackburn regularly harvests the organs of abducted orphan girls he's raped to be sold on the black market and used in the Heaven Smiles creation process. When his partner Pedro cuts into his stock, Blackburn responds by killing his share of orphans, raping and murdering Pedro's wife, and presenting him the head of his daughter Mary before coldly executing him.
  • No More Heroes III: Damon Ricotello is a former game designer and CEO of Utopina who previously beat his co-worker Dr. Juvenile to near death to seize control over the video game Serious Moonlight because he didn't want his work going to waste. A petty businessman who remade Santa Destroy to his liking with hopes of ruling the world, Damon summons his childhood friend Prince FU and his Galactic Assassins to Earth to take revenge on Travis Touchdown for beating him into submission. While supposedly uneasy over FU's plans of Earth's destruction, Damon lets it all slide, willing to put the entire world at risk just as long as Travis is killed. Once Travis makes his way to FU and defeats him, Damon kills FU in his child form, coldly dismissing him as nothing more than a tool before attempting to kill Travis himself.

Other Games

  • Michigan: Report From Hell: The cruel Dr. O'Connor was hired to develop a bioweapon that would be deployed against other nations. Starting his research by performing experiments on a young man before abandoning him to die, the torture at the hands of O'Connor reduced him into a psychotic child-like state. When the Gagne virus spreads all over Chicago, infecting and massacring untold amounts of civilians, O'Connor's only concern is that the mutants are still imperfect. O'Connor's madness is such that, rather than fearing for his own life, he is excited about the prospect of becoming a "new form of life" himself while chastising the ZaKa news crew for holding on to their humanity. A sociopath whose only remorse in life was to have trusted the disloyal military with his work, O'Connor made the Gagne virus out of sheer misanthropy.
  • Shadows of the Damned: Fleming is the tyrannical ruler of the Underworld. As ruler, he gruesomely kills his political opponents, instilling fear within his fellow demons. In the past, he chopped off the limbs of a huntress attempting to kill him. Impressed by her determination, he made her his queen, repeatedly killing her and reviving her for fun until she escaped. Taking Garcia Hotspur's girlfriend, Paula, he torments Garcia throughout the game with her continuous death and resurrection. He sends his elite VIP demons out to stop Garcia, not caring when they're killed, only making them VIPs because he found their previous deaths amusing. Meeting Garcia again at his castle, he mockingly eats Paula's leg in front of him and tricks him into shooting Paula, ripping her still-living head off before declaring her his new bride. Seemingly defeated, Fleming immediately returns, almost getting Garcia to eat human burgers while sending his legion of demons to kidnap Paula again. A cruel being hated by both demon and human alike, Fleming, despite his charming personality, stands out in such a humorous game.
  • Lollipop Chainsaw: Swan is a student at San Romero High School who uses necromancy to start a Zombie Apocalypse as revenge for being mistreated at school. A gothic outcast who was cruelly bullied, Swan orders the zombies under his control to infect everyone in their path rather than only those who tormented him, which results in the deaths of many innocent people. Feeling enraged over Juliet Starling supposedly rejecting him, Swan's ultimate plan is to use Juliet as a pawn in his ritual to summon an enormous super zombie in order to destroy what he sees as a rotten world.

Killer7 comic book

  • Kun Lan is the leader of Heaven's Smile, a terrorist organization who hopes to bring about a new age of destruction. An old friend and enemy of Harman Smith, Kun implants one of his own Heaven Smiles into an IEC anti-missile summit, killing plenty of people. The true leader of the Rising Wind Party, Kun has its elderly leaders killed off, with plans to use their resources to destroy America.
  • Issues #3 & #4—"Tora! Tora! Tora!" & "Welcome to Paradise": Andrei Ulmeyda is the sinister leader of the First Life cult, as well as CEO of the First Life Corporation. Once a simple criminal, Ulmeyda turned to terrorism in an attempt to acquire the Yakumo, with even the Rising Wind Party fearing him. Selling out his city to Heaven's Smile and allowing its monsters to cause havoc, Ulmeyda later blows up an entire Spike Girls concert to get the Smith Syndicate's attention.
