Flag Vendor: Happy Justice Day! Mayor Lawson shall never falter!

To keep in Mayor Lawson's good books, Isaac and the player reluctantly attend a party celebrating "Justice Day," which is where Mayor Lawson will announce the mass Public Execution that will be happening in two days. Just as soon as the party ends and they left, however, they're called back after telegrapher Jane Pembroke is found dead in the party site, strangled with her own scarf.

Tropes:

  • Beardness Protection Program: As part of his Eddie Lebold persona, Diego sports a fake beard to better conceal his identity.
  • Break His Heart to Save Him: Bernadine attempts to break up with Chief Wright to protect him from Lawson, as she's been classified as a political enemy of his and thus can't risk being seen in public with Arthur. Nevertheless, Chief Wright opts to hide and protect her himself.
  • Call-Back: Diego del Lobo returns as a suspect after being dismissed from the Flying Squad. Bernadine Rochester and Giulietta Capecchi also appear during the Additional Investigation.
  • Chocolate of Romance: Will gifted Jane a box of chocolates after he fell in love with her, which you find as a clue in her attic.
  • Cliffhanger: The case ends with the Flying Squad and La Résistance preparing to attack and arrest Mayor Lawson and the Justice Corps during the Public Execution that will be taking place in two days.
  • Continuity Nod:
    • Isaac mentions how he used the telegraph office to send his chess moves to Casper Rove.
    • When you speak with Giulietta, she's shown to be hiding in the same sewer seen in Case 32.
    • The flag vendor at the party says "Mayor Lawson shall never falter!", as is now Concordian law.
  • Cranky Neighbor: Martha Baker, one of the suspects, is the victim's neighbor, as she vandalized Jane's spyglass for assuming she was using it to spy and report her to the Justice Corps.
  • Dumped via Text Message: Or telegraph message in this case, as Bernadine sends one to Chief Wright breaking up with him since she needs to lay low now that Mayor Lawson has declared her a political enemy.
  • False Friend: Minnie Starr was this for the victim, calling her "a sister" while also belittling and speaking against Jane behind her back. And that's without taking into account the fact she's the killer.
Charlie: One girl, a certain Minnie Starr, was loudly belittling Jane in front of the others. She said Jane was "charming as a donkey," "sharp as a button," and "the dullest girl that ever lived."
  • Fallen-on-Hard-Times Job: Due to being dismissed by Mayor Lawson, Diego has gone from being the consultant of the Flying Squad to working as the supposed inspector of a telegraph company under a new alias.
  • Fake Defector: Continuing from previous cases, the Flying Squad has to attend the Justice Day party held by Lawson to keep the facade that they're his supporters.
Chief Wright: If we openly defy Lawson, he'll disband the Flying Squad and send us to the gallows as well! And we'll be no help to anyone there!
It is crucially important that we keep up appearances, now more than ever! Which is why I want <Player's Name> and Bontemps to go to the Justice Day celebration tonight!
  • Fascists' Bed Time: Due to a murdered happening during his Justice Day party, Mayor Lawson starts prohibiting public gatherings after certain hours as of this case.
Isaac: Now we can't even be seen talking to others in public? Here we go, <Player's Name>: another civil right is taken away by Lawson!
  • Fictional Holiday: The case takes place during Justice Day, a holiday created by Lawson to commemorate his success as mayor.
  • First Love: Implied by Evie when she breaks down crying after not receiving news about Katherine for days.
Evie: I'm so worried about Katherine! I haven't been able to get in touch with the resistance at all! What if I never see her again?
She was the first person I ever... I ever...
  • Foolish Husband, Responsible Wife: Henry Pembroke was the foolish husband to Jane's responsible wife, who wanted to keep working by herself while Henry attempted to prohibit it due to wanting Jane to take care of him.
  • Good Samaritan: Viola tells you that her parents insist on staying in Concordia instead of fleeing because they want to keep helping people with the apothecary they run.
  • Gossipy Hens: Minnie was this towards the victim, constantly insulting a belittling Jane behind her back due to being envious of her success.
  • Green-Eyed Monster: Minnie Starr murdered Jane because she had grown jealous, thinking it unfair that Jane was the one who had a promotion and a rich husband despite Minnie being prettier than her.
  • Happiness Is Mandatory: What Isaac thinks of the Justice Day party and its attendees.
Isaac: This party is positively awkward, if I say so myself! Everyone's feigning cheerfulness under the Justice Corps' watchful eyes!
  • Hopeless Suitor: Will Grady, Jane's boss, was this for her, as he fell in love with Jane without knowing she had a husband. According to him, she rejected him quite nicely and made no scandal, so no hard feelings persisted between them.
  • Impoverished Patrician: Poor Bernadine. Once a member of Concordia's most influential and powerful family, she's been left with nothing due to Lawson declaring her a political enemy and the Justice Corps seizing all her possessions.
  • Improvised Weapon: Jane was killed by being strangled with her own scarf.
  • Master of Disguise: Diego is shown to have this skill after he reveals he's adopted a new identity in the form of Eddie Lebold, a supposed inspector whose only disguise is a pair of glasses and a fake beard.
  • May–December Romance: The victim, who was around her mid-20s, was married to Henry Pembroke, who is 48.
Henry: I married a younger woman so she'd lighten up my days! What am I going to do now that she's gone?
  • My God, What Have I Done?: Minnie says this word-for-word after Judge Umbright sentences her to life in prison.
  • Naughty Birdwatching: Martha Baker, the victim's neighbor, assumed Jane was spying on her with her spyglass when she was just stargazing. It probably helped Martha was on the edge about being reported to the Justice Corps, who are known for arresting anyone even for the tiniest of infractions.
  • Parenting the Husband: The reason why Henry married Jane is because she was looking for someone to take care of him until he died.
Henry: I married a young woman so she'd look after ME! To cook my meals, iron my shirts... Not to gallivant around with young men in uniforms and liberated women!
  • The Plan: During the Additional Investigation, you help Giulietta organize a plan to seize Lawson and his men during the Public Execution that'll be taking place in two days, intending to end his reign of terror once and for all.
Giulietta: The plan shows the prisoners will be brought out at dawn. I and a handful of my best fighters could hide under the guillotine's scaffold...
Yes, this will work. At the same time, <Player's Name>, you and Enzo can take your positions on the opposite corner, and wait for our signal!
When the prisoners are lined up and Lawson steps out, that's when we'll strike! First, my fighters will overpower the Justice Corps and take their guns!
Then you, <Player's Name>, can slap the irons on Lawson!
  • Riches to Rags: As explained in Impoverished Patrician above, Bernadine has been left with nothing due to Mayor Lawson taking everything away from her after flagging her a political enemy.
  • Rousing Speech: One of the killer's traits is that they know Mayor Lawson's political speeches, as they left a threatening message to the victim containing fragments of these.
  • Starting a New Life: Due to being fired from the Flying Squad and being in risk of getting arrested by the Justice Corps, Diego has been forced to adopt a new identity and pose as Eddie Lebold, a supposed inspector who had been working in the telegraph company the victim also worked in.
  • Stealing from the Till: Jane caught Diego stealing from the till in the telegraph company they both worked in, putting him at risk of being captured by the Justice Corps.
  • Tired of Running: When you find Bernadine in the woods, she says she's tired of running from the Justice Corps and plans to surrender to them, believing Lawson will grant her mercy for doing so. She couldn't be more wrong.
  • Workplace-Acquired Abilities: Thanks to spending time with Diego during his tenure in the Squad, Evie manages to pick some profiling tricks from him, which allows her to analyze clues that the player would otherwise send to him.
  • Wounded Gazelle Gambit: Minnie breaks down crying when you inform her of Jane's murder, calling her a sister and her best friend. Of course, this is just an act, as she's the killer.
