He's busy during the spring (when he's preparing his fields for planting, and actually planting his crops, and his livestock animals are giving birth), and in the fall (when he's harvesting his crops and getting his animals ready for winter). But during the summer (when the crops are growing, and only require a little bit of maintenance, which is mainly delegated to his hired farmhands) and the winter (when the ground is frozen solid and it's too cold for the majority of crops to grow), there isn't a whole lot of work that Bob has to do. Since he has all that free time, he sits down and watches soaps, because that's what's on TV.
