When the bears are arrested by Agent Trout, their closest human friends, Chloe, Lucy, Ranger Tabes, and Darrell, all call him out on this, saying he has no right to do this to the bears. This shows that even if the rest of the city hates the bears, the four of them are still their True Companions.
