• The scenes of Katniss filming propaganda commercials and it being revealed she's not a good actress is hilariously meta.
• Haymitch's first appearance. He slow claps Katniss for the cheesy acting in the propaganda video, and she snarks that she's never seen him sober. He responds by saying it must look as bad as it feels.
• Plutarch momentarily losing his cool directing Katniss who's having trouble being convincing:
  YOU'VE JUST BEEN IN BATTLE!
  (clears throat and resumes normal speaking)
  You've just been in battle...
  • If you're an actor or director, it's especially funny.
• Effie's self-imposed political prisoner status. It's not that she's not allowed out of her room, she just refuses to be seen out of her room without her finery. She even comments on being trapped in a "world of jumpsuits". And when she does leave her room, she is never seen wearing the jumpsuit the same way twice.
  Plutarch: I've told you. This is a door. [demonstrates] It opens! From the inside!
• Effie's comment about fashion: everything old can be made new again! "Like democracy..."
• Katniss' reaction to finding Buttercup in her old house in District 12.
  Katniss: Figures.
  • She then proceeds to stuff Buttercup into her bag in order to slip her into District 13. From Buttercup's sounds it is clear the cat is not happy with being thrown into her luggage.
  Katniss: There you go. Yep. You're breaking my heart.
• When Katniss first meets Castor and Pollux, the mute Pollux signs "She's pretty, don't you think?" to Castor. Castor replies with, "Yes."
  • Given how emphatically they gesture, it's more "She's hot!" "Yeah she is!"
  • Also doubles as Funny Background Event, since at the time it's likely the audience is more focused on Cressida (who's talking at the time) and Katniss.
• The game of "Crazy Cat".
• Katniss' last demand in exchange for being the Mockingjay: "My sister gets to keep her cat."
• Beetee cutting off Caesar and Peeta's interview:
  "We interrupt your regularly scheduled horse-manure to bring you..."
• Haymitch wipes some writing off of the screen.
  "I hope none of that was important."
• Effie to Plutarch, after meeting President Coin:
  "You know what needs a revolution? That hair."
• This exchange:
  Haymitch: I like you better without all the makeup.
  Effie: Well, I like you better sober.
• Pollux teaching mockingjays to sing Katniss' infamous whistle and Gale's reaction:
  Gale: Now they'll never shut up.
• Plutarch's last scene in the movie involve him coyly mouthing off President Coin's Rousing Speech, implying that he's the one who wrote it and he finally managed to convince Coin to go along.
• There's one scene that's very dramatic, Katniss visibly in emotional turmoil, and we get a shot of Cressida just prosaically pointing at the camera to remind her where to look with a look of mild irritation.
• After Peeta tries to strangle Katniss, Beetee is trying to explain how hijacking works. He has the nerve to ask if she remembers being stung in her first Games, and her side-eye has to be seen to be believed.
