Klogg's transformation into a monster wasn't directly caused by the power of Hoborg's crown. His actual crime was tampering with Quater's design, who gave his seven sons one crown each to fill the Universe with life. All their deeds are registered in the Hall of Records and, should something bad happen to them, the Hall of Records stops updating itself, which leads to the following warning: "Anyone who tampers with the records on these walls will be considered the enemy of Father". This makes Klogg not just an enemy of Hoborg's kin, but also an Enemy to All Living Things (as clearly shown in the sequel, with him killing a Skullmonkey and enslaving their race to exact his revenge).
