It's easy to overlook given the Incident Report's formal tone, but the 2007 incident started on 4th of July, a national holiday in the States when people would be meeting up with their families. In fact, what contributed to the incident was the park remaining open past its regular hours as an Apology Gift to those who wanted to see a canceled fireworks show. The park also explicitly marketed toward children, complete with a petting zoo and seasonal events. Keep this in mind when you read the log, and realize that the various horrific deaths and injuries included entire families who just wanted to have a fun time with their folks on a special occasion. Those 38 people who went back in to rescue loved ones? They were possibly looking for family.
