- In Afterglow, when you're poised to leave the Atlanta hub, suddenly a gaggle of Haunts invade Michonne Circle; if you ignore them and run away, the station becomes a "hive of despair" in the epilogue. At first they seem like a Giant Space Flea from Nowhere... but if you visit the Spire and see the New Guard's messages about "background despair" before you leave, it gives a hint. The mutants have been running roughshod over the metro stations all over Atlanta, Michonne is pressured to the limit to hold the line against them and desperately low on stims and even supplies for making ammo like primers, and destitute refugees don't stop filtering in. What's everybody feeling? Despair. Suddenly it makes sense why the Haunts would be attracted to the station.
- Another factor could have played into it: an US Army checkpoint in the Flooded District warns people not to remove any objects from an unsafe zone outside the gate. This presumably relates to an early outbreak of background despair, and the government seems to have thought that taking items out of infested areas could further the spread. And there's someone who sure has been collecting a lot of pre-war items and taking them to Michonne Circle...
