Settlements

    In General 

A trio of communities that exist in Washington D.C.'s ruins.


The Theater

    Odessa Sawyer 

Odessa Sawyer

Leader of the Theater Settlement with a lot of very fresh battle-scars and a mysterious past.

  • Action Mom: Odessa was one of these before losing her leg due to a Hyena's attack.
  • Beware the Nice Ones: One can find an audio log of her giving a couple people firearms training. When one of them keeps second-guessing her advice, Sawyer threatens to throw him off a roof if she ever catches him giving people crappy weapon advice again.
  • Career-Ending Injury: Lost her legs to an infection from a Hyena's bullet.
  • Handicapped Badass: Sawyer's right lower leg is a high-end prosthetic. An ECHO reveals that this is the result of a Hyena bullet-wound from when she and Kelso were partnered Division agents.
  • Hero of Another Story: Was one of the heroes of Washington DC before suffering a Career-Ending Injury.
  • I Just Want to Be Normal: Her injuries aside, between being semi-drafted as the Theater's leader and looking after her daughter, Odessa has too many responsibilities to go adventuring any more.
  • Lady of War: A more mature woman than most Action Girl types.
  • Loved I Not Honor More: A comm recording documents Odessa's tearful parting from her husband and daughter to join the First Wave of Division agents operating in and around DC. Another has her commenting on the fact that recruiting a woman with such family ties was a major exception to SHD policy.
  • Mama Bear: Absolutely would tear apart the Hyenas to get her daughter back but isn't physically capable of doing so anymore.
  • Our Founder: Is the founder of The Theater settlement.
  • Retired Badass: She's a former Division Agent turned community leader.
  • Wasteland Elder: Despite the apocalypse having only been going on for about a year.

The Campus

    Henry Hayes 

Henry Hayes

Leader of the Campus Settlement. He is mourning his late wife while trying to keep the community alive.


  • Big Good: One of the few civilian leaders in the Washington D.C. area, especially after the Castle's destruction.
  • Good Shepherd: While not any official kind of religious leader, Henry does more counseling and handling of religious duties than your typical Wasteland Elder.
  • The Lost Lenore: Henry's (deeply religious) wife voluntarily went into quarantine when she believed she was infected with Green Poison, and he has no idea what happened to her after that.
  • Real Men Love Jesus: Downplayed. But he wears a cross, makes cross grave markers, and acts as a counselor to the settlement.
  • Wasteland Elder: The leader of the Campus and leaving a powerful influence on the community with his humility and compassion.
