Section 13

A secret government law enforcement agency, which often acts as the Chans' backup, though they're currently being kept in the dark about the conflict on Meridian.

     Captain Black 
An old friend of Jackie’s and the commander of Section 13.

  • Da Chief: Being the head of a government law enforcement agency which supports the heroes.
  • Demoted to Extra: Despite being a major secondary character in canon, he only has a presence in-story during the Dark Hand arc, and even then just as Mission Control. Part of this is simply due to the fact that the Chans are in Heatherfield while he's holding down the fort back in San Fransisco.
  • The Leader: Of Section 13.
  • Locked Out of the Loop: He's kept in the dark about the truth regarding the Guardians' powers and everything regarding Meridian, because they and the Chans are worried that word will leak to his superiors, who will find a way to exploit the situation.
  • Supporting Leader: Despite being the head of a government organization, he only plays a supporting role to the real heroes.

     Quentin Ross 
An agent of Section 13, who has a fanatically narrow view of good and evil.

  • Aggressive Categorism: As far as he's concerned, criminals are criminals and that's the end of discussion.
  • Anti-Hero: Will do absolutely anything to bring down the Dark Hand.
  • Black-and-White Insanity: Has a Rorschach-like view on crime, seeing all criminals as universally scumbags who deserve to be locked away or wiped out.
  • Expy: Is very strongly based on Rorschach.
  • The Friend Nobody Likes: Everybody in Section 13 dislike him for his abrasive personality.
  • Good Is Not Nice: He's on the side of law and order, but as noted above he’s based on Rorschach, which should tell you everything you need to know about him.
  • Jerkass Has a Point: Despite being very blunt and aggressive about it, he is right that Harold Hale is performing crimes, and has to pay for them.
  • Knight Templar: His inflexible Black-and-White Morality has turned him into this.
  • No Sympathy: For criminals. He doesn't care about their motives or what drove them to crime, to him they're all scumbags.
  • Original Character
  • Pay Evil unto Evil: He sees this as only natural when dealing with criminals.
  • Screw This, I'm Outta Here: He quits Section 13 and storms out of working with the Chans and Guardians after they decide to use Harold to replace Chang, since as far as his moral inflexibility is concerned, anything short of utterly wiping out the Dark Hand is unacceptable.
  • Uncertain Doom: It isn't revealed exactly what Harold Hale did to him.
