The only time he ever appears again is optional dialog if you backtrack to Snowdin during a Pacifist run after completing the Wild East and at the very end in the True Pacifist ending cutscene where [[spoiler: he attends Clover's funeral]]. The only significance he has to the plot is related to [[spoiler:him being a victim of Integrty's attack on Snowdin]], whitch is something that you will only find out about once you start digging deeper into the lore and is not something that is that well explored in the actual story.
