The story is clear that the Sand People attack largely because of the moisture farmers' encroachment on their land. After the hero figures this out, he tries to make peace. The Empire attacks them not to protect the moisture farmers, but so they're divided. If peace occurred, they might realize that the Empire is their common enemy.
