After going on forums, I found that Cilan is indeed a Ensemble Darkhorse. However, due to Pokemon being a Broken Base, fandom will always find something to complain about especially the forums. As a result, this is a case of Vocal Minority where the haters are more vocal than those who like Cilan mainly due to Nostalgia Filter. Also, what I learned is by bringing up Cilan in a non-Pokemon forum about characters from other series they like, people like Cilan a lot and there is hardly any backlash.
