It's more than that. In fact, his attacks aren't chaotic enough! The way Shuma is depicted in these games is akin to having Wolverine never fight with his claws, Spider-Man never using his webs, and Iron Man never using his tech. Shuma's potential to show off what he's capable of like they did with other powerful beings like Blackheart and Dormammu was shafted in favor of showing off his odd body-type. It's only a fraction of his powerset in the comics.
