Redmond and Blutarch originally hired 2 teams to fight against each other, but they settled on hiring many more mercenaries to fight, as they can claim facilities more easier, and more effectively. So, when playing TF2, the reason why you are allowed to have multiple types of the same class is canon, and there are thousands of mercenaries working for Mann co. In "Meet the medic", you see multiple soldiers.

soldiers attacking BLU, they are not clones. They are simply reinforcements sent in by the BLU team to attack RED. The reason why clones are not a option is because Cloning would have to go up against the Mercs Families / Themselves. In other words, there is a sense of consent among the Employers / Mercenaries. The locations that you fight in are simply different locations that are built the same.

The best evidence for this is the "WAR!" tie-in comic; the fact that Soldier's name is Jane Doe and his DirtySecret are both details explicitly tied to the ''BLU'' Soldier. Yet, in subsequent comics, these same facts were treated as canonical for the RED Soldier, even though his lifestyle (ex-roommate to Merasmus turned homeless vagrant) is still different to the BLU Soldier's (a dingy apartment full of military magazines, take-out rib packets and army surplus soup). The reason for friendship between the teams being forbidden is because the Administrator doesn't want the teams talking and finding out that each Team's [insert class here]] has the ''exact'' same name, personality and history-prior-to-joining on both sides. They're dumb enough to not really notice how odd it is that their counterparts look like them, but they're not ''that'' dumb.

Building on from the above; given Redmond and Blutarch's natures, to say nothing of how the Administrator is playing both sides, it seems more likely that each brother managed to hire one specific individual for their team (for example, Demoman for RED and Soldier for BLU) and the Administrator immediately cloned that member and supplied the "Prime Clone" to the opposing team, ensuring the sides were equal from the get-go.

On the whole, the RED team isn't ''really'' any more or less competent than the BLU team; we're just seeing the REDs on their good days, and the BLUs on their bad ones. Which would mean that the BLU Spy was/is/will be in a relationship with the RED Scout's mother, which would mean…something.

** The "Two Cities" Mann Vs. Machine introduced the Medic's new ability to revive dead team mates. Presumably the "Reanimator" devices are actually kickstarting devices for the nanites that require a Medigun beam to activate. Once activated, the Reanimator signals the newly-recharged nanites to revive and/or reconstruct the dead mercenary.
