This basically works by having Spryman's backer being the ''real'' political force but using Spryman as TheFace, with plans to use him as TheScapegoat in the event of a major catastrophe. To keep Spryman from figuring this out, the staff, on orders from the backer, give the kid whatever he wants. As for why Spryman never gets replaced, it's partly because no major disasters have been directly caused by him (the one time this appeared to be the case turned out to be sabotage on his opponent's part), partly because Spryman [[JerkWithAHeartOfGold , for all his faults, does genuinely care about Hector's health and well-being]] and partly because of his backer's continued efforts.
** Continuing on this thread, while most bodies have a mayor that is the physical age of said body (teens have teenaged cells while adults have adult mayors), there's generally also a mentor or backer in the case of minors who is meant to guide them into learning how to do the job properly; this would explain why Christine's mayor, despite being Spryman's age, actually clearly knows what she's doing and is mature enough to handle the job with some assistance. Spryman was just unfortunate enough to get a "mentor" who wanted to use him instead of helping him grow and learn.
