12	This basically works by having Spryman's backer being the ''real'' political force but using Spryman as TheFace, with plans to use him as TheScapegoat in the event of a major catastrophe. To keep Spryman from figuring this out, the staff, on orders from the backer, give the kid whatever he wants. As for why Spryman never gets replaced, it's partly because no major disasters have been directly caused by him (the one time this appeared to be the case turned out to be sabotage on his opponent's part), partly because Spryman [[JerkWithAHeartOfGold , for all his faults, does genuinely care about Hector's health and well-being]] and partly because of his backer's continued efforts.
