Hyperion seems like exactly the sort of organization that would entice the low ranks with promises of food, wealth, stability, et cetera, and then thoroughly MindRape them into loyalty before letting them anywhere near a gun. This also partially explains why he has to threaten and coerce people like scientists and executives: if the brainwashing damages critical thinking skills, it can only be used on low-rank field personnel, making old-fashioned coercion necessary for anybody who is needed to do more than shoot things.
