** Having been years since the ''Darkwing Duck'' TV show, it could be expected that the citizens of St. Canard will have tried to turn their infamously crime-ridden city around by electing good leadership. To elaborate, more often than not, the real cure to crime-ridden locations isn't costumed vigilantes punching crooks but actual implementation of better police work while preventing corruption from taking place among the higher-ups. Having someone like Owlson as Mayor cleaned up the city better than Darkwing Duck ever did in ''his entire career''.
*** However, converse to this, and as a situation that has (thankfully) never occurred in real life: strong leadership, a well-trained police force, and low corruption have a lot less impact on ''actual, legitimate supervillains'' and other larger-than-life [[OutsideContextProblem Outside Context Problems]] like the Shadow War and the Moonvasion. Those are ''exactly'' the kinds of situations that call for equally-larger-than-life heroes to save the day. Launchpad and Gosalyn have to provide backup support to make the fight more even.
