Originally, he convinced half of his comrades to try to assassinate the Hokage while Asuma stopped him, and seemingly killed him. Years later, after it was revealed he implanted Kurama's chakra into his son to create a weapon to destroy Konoha, he attacks dozens of border towns with his men. After killing thousands of people, he raided the tombs of his former comrades and would use them to make a WeaponOfMassDestruction to incinerate every man, woman, and child in Konoha to the ground, all the while constantly beating and manipulating Sora to turn on his new friends. The people he killed on the border towns were used to create a small-scale ZombieApocalypse around Konoha to distract, and trap, everyone in the village. Finally, when that plan failed he triggered his son's SuperPoweredEvilSide and sent him to destroy Konoha.
* ''Power Arc'': [[ArcVillain Disonasu]] seems to be the kind leader of Hachō Village. In truth, he is a SerialKiller who once collaborated with [[Characters/NarutoOrochimaru Orochimaru]] on Reanimation. Desiring power after a defeat at the hands of [[Characters/NarutoNagato Pain]], Disonasu teams up with Kabuto in order to acquire the ancient device known as the Ama no Hoko, ordering and participating in a massacre on the nearby Tonika Village to gain the "Sounds" necessary to activate it. When he finds two of the Sounds missing, Disonasu orders Kabuto to attack his own village to find them, resulting in a battle that nearly destroys the whole town in the process. In spite of being aware of the world-destroying power of the Ama no Hoko, Disonasu activates it anyway for the simple reason of wanting to [[ItsAllAboutMe regain the power that he lost long ago]].

* [[VillainWithGoodPublicity Victor]], Number V of the organization [[Characters/BorutoKara Kara]], [[BitchInSheepsClothing poses as a kind businessman]] all for the purposes of cultivating a new God Tree for {{immortality|Immorality}}. Having his [[BadBoss own researchers]] experimented on and murdered, Victor later cultivates the incomplete God Tree with an attempt to feed all of his company's workers to it so it may bloom its Chakra Fruit, intending to unleash it on the Land of Valleys in his attempt to prolong his life.

He joined up with the Akatsuki, but was expelled after he tried to [[GrandTheftMe bodyjack]] Itachi Uchiha, and struck out on his own, [[TheCorrupter recruiting lost children into his Hidden Sound Village with promises of power]]. He infiltrates the Chunin exams, corrupts Sasuke with the curse mark, and then triggers a war between the Sand and Leaf Villages. During his battle with his former mentor, [[CoolOldGuy The Third Hokage]], Orochimaru [[BadBoss sacrifices three of his men]] in order to summon the the First, Second, and Fourth[[note]]this one fails[[/note]] to fight against the third, resulting in the Third's death. He later does his best to kill his former friends Jiraiya and Tsunade, completes Sasuke's turn to the dark side, and is defeated while trying to steal his body. Having long ago shed any good qualities he once had, Orochimaru shows how low even those with once good intentions can fall, having reached the point where he [[MotiveDecay does not even remember them anymore]].

An AxeCrazy PsychopathicManchild and member of a ReligionOfEvil, Hidan worships violence and death, and sees mercy (or indeed, anything other than fullscale slaughter) as a sin. He and his partner, Kakuzu, corner and capture the Two-Tails jinchuuriki, Yugito Ni, delivering her to Pain for draining and, eventually, death. The two of them subsequently slaughtered a temple's worth of monks in order to collect the bouny on the head monk, Chiriku. During the battle at the bounty station, Hidan engaged [[MauveShirt Asuma Sarutobi]] in combat, and used a religious ritual to bind their souls together, then began [[CombatSadomasochist mutilating himself in order to torture Asuma]], ultimately leading to the Leaf Ninja's painful death. When Asuma's student Shikamaru confronted Hidan, Hidan [[KickTheDog mocked his mentor's memory]], and attempted to inflict the same fate on Shikamaru.

* Anime only villain he may be, but Shiranami of the Tsuchigumo clan is one nasty piece of work. He killed his own father in an attempt to obtain the DangerousForbiddenTechnique which his father had been protecting just for the money it could get him, nonchalantly enslaved an entire village, pretended to sympathize with Hotaru's (the container of the forbidden jutsu) loneliness, and offered to help her restore their clan before revealing that he doesn't care about Hotaru or the clan at all, forcibly activated the forbidden jutsu inside the poor girl (which she had been trying to get rid of, but he manipulated her into keeping it) and considered her a mere "tool" that he wants to use to "steal the world" for himself. He cheerfully describes the act of killing his father to Hotaru and tells Naruto and Utakata that the main reason he killed him is simply because he's {{greed}}y. Nonetheless, Shiranami thinks that, compared to Utakata, who doesn't care about his own village either but still cares about Hotaru, he's a "pretty fine" person. He admits that they don't need to worry about Hotaru because she will live on with him in the world he hopes to create, but she will spend the rest of her life as his "tool/weapon" with no free will of her own. Oh, and episode 150 ends with him forcing the forbidden jutsu activated!Hotaru to fight Naruto and Utakata against her will. He has his men go after/attempt to murder people who try to prevent him from accomplishing his insane goal, which includes Utakata, Naruto, Sai, Yamato, Tonbee, and Sakura.

** A brief flashback reveals that Orochimaru's desire for eternal life stemmed from [[UsedToBeASweetKid a childhood desire]] [[ParentalAbandonment to meet his parents when they reincarnated.]] However, his obvious insanity and evil prevent any true viewer sympathy - it's only there [[JumpingOffTheSlipperySlope to show us how irredeemably LOW the guy fell.]]
* Kabuto Yakushi has crossed the line when he [[spoiler: sacrifices several people to bring back 24 fighters to fight in the Fourth Great Shinobi World War by pulling their souls from the afterlife, having to have sacrificed at least 24 people to do so. He's also responsible for Yamato's now FateWorseThanDeath, becoming a template for the Zetsu Army, and for keeping Anko alive after their [[CurbStompBattle evidently quite brief fight]] to suck the remains of Orochimaru's chakra out of her body]]. Still he's the rare CompleteMonster who also qualifies as a MagnificentBastard, because the guy managed to {{troll}} one of the monsters mentioned below...

He compliments her for staying alive even after Kurama was taken out of her before saying "And who better to kill you than Kurama" and attempting to have Kurama crush her. Fortunately, Minato saves her and teleports them to where Naruto is. Tobi leaves with Kurama to attack the Leaf Village and Minato, who's absolutely '''PISSED''' at this point, goes after Tobi.]]

Recently, it's mentioned that Tobi plain doesn't give a damn about peace, and he's acknowledged in-series as pure evil and impossible to reason with. Meaning his plan's whole side effect of a world with "no lies", "no war", and "no crime" doesn't even register as important to him at all and may or may not even be for real.

And post-Resurrection, he has NO problem killing Alliance ninja and wants to do the Instrumentality Plot.]]

* From the very first arc of the series, we have Gato, a VillainWithGoodPublicity. While, on the surface, he runs a respectable shipping empire, below the surface, he rules the criminal underworld. His MoralEventHorizon is what he does to Inari's adoptive dad -- in the manga, he not only crucifies him, he chops off his arms in full display of everyone in Wave Country, and then publicly executes him. [[DespairEventHorizon The subsequent crush of spirit in Wave Country]] allowed him to get full control of the tiny nation, but when Inari's grandfather Tazuna started to build a bridge to unite the country to the world, he tried to sabotage it. When he finally shows up at the end of the arc after Zabuza and Haku were defeated, he kicked young Haku's dead body due to his arm being broken before for threatening his master Zabuza. A {{Heel Face Turn}}ed Zabuza killed him to [[TakingYouWithMe drag him to hell with him]], but Hell Is Too Good For Him.
* The second movie villain Haido kills Temujin's parents and all the adults in his village, then manipulates him into doing his bidding and attacking a helpless old man, and kidnaps kids to turn them into mindless puppets, all so he can find the full compartment of MineralMacGuffin necessary to turn him into a demonic humanoid strong enough to TakeOverTheWorld.
* The criminal brothers from the Land of Vegetables had no problems killing off their own helpers or each other because they didn't want to share the loot.
* Akahoshi from the Star Village killed the Third Hoshikage because he refused to let the children get infected by the poisonous Chakra of the "star".

** His actual excuse? Hidan grew up in a peaceful village. He hated it so much, he just turned to a faith demanding slaughter and butchered his neighbors
* Shinno from the second Naruto Shippuden movie. Let's put it into perspective: he first acts like a stern, but kind doctor, earning the love and loyalty of Amaru, and acted like he really had faith in her. Next thing, he dies to protect her...not convinced yet. [[spoiler: He then reveals that he is alive and leading the enemy forces for the film, as well as a huge JerkAss. He had been emotionally manipulating her to make her adore him so she would release the Dark Chakra when he "died", and this energy is gathered from the negative emotions of others, so he's basically capturing people to be used as batteries. He cares nothing about the people he saves, viewing it as an eyesore necessary to gain her trust. When Amaru tearfully asks if he ever loved her, Shinno sneers and laughs as she's crying in despair. Then he gives Naruto a brutal beat down while giving him a cruel HannibalLecture about humans being very cruel. He's also Orochimaru's teacher in gaining the vile immortality jutsu that allowed him to take over bodies.]]

What puts him across the MoralEventHorizon, however, is the revelation in Chapter 583 that he [[spoiler: threatened an orphanage that Hiruzen had placed under his protection in order to get the nun running it (who was a former kunoichi) back into the Foundation.]] Since Orochimaru was with him at the time, this can also be added to his list of crimes.

He cares nothing about the people he saves, viewing it as an eyesore necessary to gain her trust. When Amaru tearfully asks if he ever loved her, Shinno sneers and laughs as she's crying in despair. Then he gives Naruto a brutal beat down while giving him a cruel hannibal lecture about humans being very cruel. He's also Orochimaru's teacher in gaining the vile immortality jutsu that allowed him to take over bodies.]]

* Next to these guys, what Kumo did to the Hyuuga clan seems mild, but certainly still qualifies. They tried to kidnap Hinata when she was 3 in order to obtain her eyes (unclear if they intended to kill her or merely gouge out her eyes), and when her father thwarted that attempt, they demanded his execution. The clan pulled a bait-and-switch by giving them the corpse of her father's identical twin brother instead (whose eyes had been sealed so they'd be useless post mortem). The bad blood from this was still causing problems ten years later.
** Its possible that the Kumo Head Jonin was acting on his own.
* How is it possible that Danzo hasn't shown up here yet? Sure, he SAYS he's just trying to protect Konoha, but let's look at the facts: He [[spoiler: mistreated an entire clan for a crime he didn't know for sure they'd committed, then when said clan fought back he forced a thirteen-year-old child to kill his own family to clean up Danzo's mistake. Then he proceeded to exile said thirteen-year-old and put him in the Bingo Book. To put this in perspective, even entering them into the Chuunin Exams has been treated as a nasty thing to do to kids almost Itachi's age, never mind making them fend for themselves as nukenin.]]
** Also, he was party to Hanzo's plan to butcher an organization of war orphans who were trying to bring peace to their country through nonviolent means. Not to mention the recent revelation that he [[spoiler: bullied the orphanage Kabuto was being raised in, threatening to steal its funds and abduct its children if it didn't give Root its mother and a child sacrifice. Then he took it up to eleven by trying to have said mother murder said child simply because they knew too much, even though their very job description, as forced on them by Root, was to gather information. So, net result of Danzo's known attempts to protect Konoha so far: Uchiha Clan dead (just as the BigBad planned), Konoha turned into a crater by a survivor of the war orphan incident, and tens of thousands of people dead, largely thanks to the efforts of Kabuto, whom Danzo corrupted.]] NiceJobBreakingItHero.
*** Not to mention his attempt to assassinate Sasuke, which could have drawn the wrath of Itachi. And the insinuations that he may have been involved in Orochimaru's attack on Konoha (which would probably not have done as much damage if the Uchiha were alive and fighting for Konoha). Whether Danzo has ever done anything right is yet to be determined, and it may not be a stretch to say that he's the worst thing that ever happened to the village he claims to protect.

He compliments her for staying alive even after Kurama was taken out of her before saying "And who better to kill you than Kurama" and attempting to have Kurama crush her. Fortunately, Minato saves her and teleports them to where Naruto is. Tobi leaves with Kurama to attack the Leaf Village and Minato, who's absolutely '''PISSED''' at this point, goes after Tobi.]]
