Formally Mr. Cunneyworth, a middle-aged man who was the owner of a hotel which was destroyed by the Street Sharks during a battle with Dr. Paradigm's minions. This caused to harbor a grudge towards them, and he later willingly joins up with Dr. Paradigm, who turns him into an electric eel mutant known as Repteel who has the ability to shoot electricity from his hands and create mini electric eels to attack his enemies.
