However, what he thinks later (in the scene where he goes to talk to Rin) makes it quite clear that he does care about Sakura, beyond just "I want her to be a magus", and whilst you may be right that he would be OK with Zouken's training methods if Sakura got to become a proper magus as a result, she never does. All she becomes is Zouken's pawn, and even in HF (where they fight) it's only because Sakura has gone batshit insane by that point. Tokiomi would not have been remotely pleased to see how his youngest daughter was being treated. He gave her to Zouken as an heir, but Zouken used her as a puppet.
