What really cements Victoria's spot on this list is her constant bullying of Kate Marsh over an alleged video of her engaging in slutty behavior at a club party. Said actions cause the poor girl to [[spoiler: try and take her own life; something Victoria actually feels terrible about afterwards regardless of whether Max stops Kate from killing herself.]].
