The people chose the Earth King not just for his spiritual prowess, but the reason WHY he wields such power. Kuei was righteously FURIOUS at Wan Shi Tong and his servant the fox for hurting one of his people. If the people fear Kuei, it\\\'s because he can and WILL put the spiritual smackdown on anyone who dares to cross him and his. They chose him because he is in word as well as deed, a true King, who cares for his people, as Eshe said in chapter 52 (and of course, the Touzaikaze having felt the tremendous surge of power of his decree, they came and answered him, meaning that there has to be many others who\\\'ve felt the Earth King\\\'s decree). As the Earth King is based off the Chinese Emperor of old, it is by his good deeds and righteous conduct, as said by his Dai Li, which keeps Ba Sing Se and its inhabitants well. It was well implied in chapter 52 that if Kuei\\\'s parents had been unhappy, everyone in the city would have suffered.

Let me remind you that Ba Sing Se has lost Long Feng, and it\\\'s so-called \\\"ruler\\\" Azula is no longer in the city. The only ones actually protecting it now are the same ones who have been protecting it: the Dai Li, and now, Earth King Kuei. If Kuei\\\'s seal could be easily copied, Azula wouldn\\\'t have had so much trouble with the spirits in the palace. They never accepted her in the first place. Kuei is the head of the resistance and Ba Sing Se\\\'s ruler. There is no more repressive regime. The Fire Army won\\\'t last long with the true King fighting back.

Fong thought he could walk off on his own and act on his own authority. That was pure arrogance and narrow-mindedness. He led his army to slaughter. He and his army are dead because they refused to acknowledge the Earth King\\\'s order. Fong is very much in essence a traitor to the King and the people.
