Tomato Surprise is only for a situation where the viewer is not told specific information that should be commonly-known about the world. In the stated case, it\\\'s not common knowledge that [[spoiler:Laxus has Dragon Slayer abilities]], because it\\\'s something that none of the people in the story know either.
At the same time, it\\\'s also not universal knowledge that [[spoiler:Loke is a Celestial]]. It\\\'s not something that anyone should just KNOW for knowing the setting.
