First, roleplaying games are informal systems governed by a Gamemaster, and not subject to the Godelian treatment; the Gamemaster can invent new powers by fiat, and they need not be formally derived from existing powers.

Second, Godel\\\'s Incompleteness Theorem states that it is not possible to create a formal system that expresses all mathematical truths. There is no \\\"truth\\\" or \\\"falsehood\\\" in an RPG character, only legality and illegality. Those aren\\\'t congruent. Legality is localized and subjective, not universal and objective.
