Both of them had weapons and ammunition, the same argument could be made for why didn't they just shoot her instead? The answer is very obvious in the scene: they were caught completely off-guard, acted reflexively and by the time they had the wits to act properly, Yang had already made it to the lift and Weiss was blocking access to her with ice.
