...Hmm. Dabi turning out to have some kind of insane regenerative flames would work for me if it only became fully apparent when he tries the Spiteful Suicide quite a few fans expect out of him.
Like, he knows he can't beat Shoto anymore, so he goes all in on killing himself so that the family will forever live with the failure of saving him...only for his own power to save him from dying, robbing him of his final revenge.
This all started because he was essentially betrayed by his own body (in that he didn't have the Required Secondary Powers to withstand his own quirk) and now it ends with his body again betraying him (by not letting him die like he wants).
But that's just me though.

Oh, I'm sure something is up with Dabi. I just don't think a phoenix quirk specifically is what is up.
If Dabi gets some kind of secret final form, I think it's more likely to be full-on muscle mannequin than regenerated healthy Toya without scars. The trend seems to be villains getting more monstrous, as we see with kaiju Spinner and hand monster Shigaraki.

The Mic and Aizawa convo happened the same chapter she died, so I wouldn't really count it.
She's being brought up now because now is when her death is going to be a relevant plot point. It doesn't really matter how long it's been.
Should it have been a relevant plot point earlier? Probably. It would flow more naturally than showing us retroactively how upset everyone was by her death through a bunch of flashbacks, which is probably what's going to happen. But it didn't really fit anywhere with the way Horikoshi has structured the story since the war. And Horikoshi just keeps things on standby until he needs them again a lot, in general.
In any case, real life time shouldn't really be a consideration.

Oh wow, looks like we're getting Shoji v. Spinner, after all. Good that he isn't just a hulk-smash type now, but it looks like AFO spruced him up with a lot of juice if he's towering over all of his flunkies like that.

Even Aoyama gets something to do, albeit against a fresh new villain who, according to one of the hero extras a few pages back, is one of the more dangerous escapees.
...now, what is up with Dabi at this point? If he didn't receive any new Quirks from AFO, what's up with that glow in his heart?

Gigantification quirks are super common for some reason. AFO probably had like a dozen or so just lying around.
He's aware and coherent enough to scream that Dabi's defeat is fake news and rile up his squad. Although he is drooling and has mostly blank eyes.
By context it's very clear that he got a quirk from Af O. Maybe more than one, because besides being big he's also super-jacked.

Basically that Dabi has a Phoenix quirk that would allow him to revive from his ashes after completely burning himself. Or in a more restrained version, that his flames can have regenerative properties in general.
I don't think there's any real basis for it? Seems like one of those 'wouldn't this be cool' theory more than anything.
Doesn't make a lot of sense, imo.
