Because his facial expression shows the trope. It's not great but it's better than nothing.
I was actually referring to the commenter above you. I think their argument would be that the ref is just smitten with power but doesn't abuse it for his own ends. We probably should be looking for an alternative.

That, and it also lacks the "drunk" part, he sounds more like a regular bully. I'd expect the kind of expression as the last panel of the OP or that of 9.
The last two panel of the OP might not be perfect, it's still better than nothing and better than any suggestion so far.
