He wants Rosen to lead his brave new world of Alphas precisely because Rosen isn't one. He sees Rosen as a Cincinnatus figure: the ordinary man with good intentions and no real desire for power - and therefore the only man to be trusted with such power. It's also a classic Comic Book situation: the BadassNormal is the best leader for superheroes. |
