!!Fillmore Graves Enterprises

A private military contractor represented by Vivian Stoll, largely built up of zombies.
----
* AmbiguouslyEvil: When first presented, they're teased as a villainous group, but when we see their operations they appear to be altruistic and the missions their soldiers are sent on are based on rescuing people. However, they behead their kills so as to use their brains for food (which they need to, but is shown to be quite disturbing a practice which they treat quite lightly), and seem to not really are for the humans well beings as much.
* BigGood: Although some of their methods are harsh, their leadership act as this to the zombies, protecting Liv and even employing Major. While they show signs of extremism this is revealed to be the work of [[spoiler:Carey Gold, who is acting against the wishes of the higher ups]].
* DoesThisRemindYouOfAnything: Their struggle is very similar to the struggle of any social minority, being socially portrayed as such. They hide themselves, fear the reaction of the majority upon noticing them, have an offensive slang to identify them (brain-eaters), are victims of hate crimes and the faction against them is heavily portrayed as the stereotypical racist and violent.
* EvilAllAlong[=/=]GoodAllAlong: [[spoiler:In the most, the zombies seem on board with the plan of relocating and self-segregating and are genuinely well meaning, specially those under Chase and Vivian's command, but those under Carey Gold want to take over Seattle, keeping the entire town as a hostage to make the country provide brains to the zombies]].
* MeaningfulName: They're a private defense contractor, IE, they fill graves. Subverted as they appear to be a rather heroic organisation, despite their zombism.
* NiceMeanAndInBetween: The three heads of the enterprise, Vivian is the In Between to Fortesan's head's mean and Carey's nice. [[spoiler:With the revelations of the end of the season, it seems she was actually the Nice to Fortesan's In Between and Carey's Mean, when the latter's true colors come out]].
* PragmaticHero: While AmbiguouslyEvil, they do care and try to help the zombies, so they are the heroes of the zombie society, but they do not shy away from doing what's necessary.
* PrivateMilitaryContractors: Part of their job description. Unlike most examples they're shown in a heroic, sympathetic light, shown to be taking good care of their employees' families, and their missions seem to be primarily based on hostage extraction and protecting people, rather than being presented as a band of cut-throat mercs performing shady tasks.
* ProperlyParanoid: Seemingly so; they're concerned at the idea of humans discovering their existence and hunting them down, so they've began steps to build their own society away from humanity and develop means to protect themselves and others. While Liv and Clive are sceptical of this, she's proven right when one of the zombie families they protect are killed in an anti-zombie hate crime.

[[caption-width-right:350:''"Someday soon, Seattle's gonna be the capital of the zombie homeland, and a lot of people aren't gonna wanna see that happen."'']]
->'''Played By:''' Creator/AndreaSavage

The CEO of the paramilitary organization Fillmore Graves. After purchasing the Max Rager company, it is revealed that Vivian and her employees are zombies.
----
* AbortedArc: It’s implied Blaine scratched and later killed Vivian’s husband Harrison Graves. Vivian wishes to get revenge on whoever killed her husband, but she doesn’t have the chance to do so before she is killed off to accommodate Andrea Savage’s departure from the series for her Creator/TruTV show Series/ImSorry. It is never brought up again, even with Chase Graves, who was Harrison’s brother.
* AmbiguouslyEvil: Vivian certainly seems to have good intentions, and appears to be a pragmatist rather than a self-absorbed villain like Vaughn was. [[spoiler:Indeed, it was revealed after her death that like Chase, she strongly disliked the idea of causing an increase in the zombie population and preferred the zombie island arrangement. This led to her associate Carey ordering her helicopter to be blown up.]]
* BigDamnHeroes: She comes in at the last minute to save Liv, Clive, and Major.
* DroppedABridgeOnHer: [[spoiler:An helicopter she is on with her number two explodes and she dies, leaving Chase in charge]].
* [[AFatherToHisMen A Mother To Her Men]]: Vivian considers the company to be her family, and seems to know the names of everyone involved. They adore her in return.
* WhatYouAreInTheDark: She does genuinely care about her Zombies, as after learning of the brutal murder of a family of zombies, [[spoiler: one of them being little Wally,]] when left alone in her office, she openly sobs over their deaths, before trying to regain her composure, to inform [[spoiler: Wally's class and teacher]].

Vivian's brother-in-law, and the one to take over Fillmore Graves after her demise.
----

* AmbiguouslyEvil: Even more than Vivian, considering that he is far more brutal in his methods and far more driven. Liv openly states that she can't make an opinion about him. [[spoiler:He presents himself as a PragmaticHero in the end, though Liv claims he's holding the city hostage for the nation's brains. This continues into season 4, where he is the ruler of New Seattle. While he is legitimately trying to do the right thing and keep the powder keg the city has become from exploding, his rule is an authoritarian tyranny that only gets worse as the season progresses.]]]
* AntiVillain: His methods maybe brutal, [[spoiler: but he does bring up a legitimate point, that the if the city isn't kept in check, the government will most likely nuke New Seattle to prevent a Zombie outbreak,]]
* BigBad: Eventually becomes this of Season 4, [[spoiler: what with him turning New Seattle into a totalitarian city state, and ruling with an iron fist.]]
* BigBadSlippage: In Season 4, Chase starts off with good intentions and is just aiming to improve living standards for zombies and prevent the outside world from killing them but his poor emotional management and tendency to take brutal retribution to solve problems lead to him [[spoiler: enforcing his will to the antagonism of the heroes, threatening to kill them if they get out of line]].
* CrazyPrepared: Carries a second Glock for when he's busy cleaning his first Glock.
* DidNotThinkThisThrough: Subverted. He, like Vivian, was always in favor with Plan A; move all zombies to their own island. Chase only went ahead with Plan B [[spoiler: taking over settle and blackmailing the country for brains.]] because [[spoiler: Carly Gold.]] facilitated behind the scenes and it was too far along to stop it.
* DirtyBusiness: He sees a lot of the measures he takes to maintain order and keep the zombie population fed in season 4 as this, especially [[spoiler:Mama Leone's execution. He personally has no wish to kill someone who is just trying to do the right thing, but the escalating political tensions surrounding the zombie population in New Seattle make him feel like he has no choice.]]
* EstablishingCharacterMoment: Shooting Justin in the chest due to him taking cans of Max Rager for a date with Liv after interrupting the crew's party and canceling their day off.
* FantasticRacism: He seems uncomfortable with Liv trusting Ravi, a human scientist, to work with zombies.
* HairTriggerTemper: He flies into a rage whenever unexpected problems crop up.
* HeroesLoveDogs: He turns out to have a dog with him.
* HoistByHisOwnPetard: [[spoiler:He is killed by the zombie-smashing guillotine he himself ordered erected.]]
* KnightTemplar: [[spoiler:As ruler of New Seattle. He makes a lot of harsh decisions and enacts a lot of harsh policies he doesn't really like, but at the same time, he refuses to consider any other options and viciously defends himself and his company from any threats and criticisms. As the situation in New Seattle gets more and more out of hand, he gets more and more vicious, until he's willingly breaking his own rules just to prove a point about how far Filmore Graves is willing to go to maintain control.]]
* KubrickStare: a permanent case (see profile picture), and displays a whole range of them. Sad Kubrick Stare. Lustful Kubrick Stare. Remorseful Kubrick Stare. gonna kick your ass Kubrick Stare.
* MrFanservice: Especially towards the end of season 3, there's a scene of him getting spray tanned while completely naked and another with him only in his underwear [[spoiler:after sleeping with Liv]].
* RedHerring: [[spoiler:Most of his appearances in season 3 set him up as a shady and unscrupulous man who would kill anyone for his goals, but it turns out he is just stoic and creepy mannered, but his intentions were always to make zombies live peacefully on Zombie Island while Carey Gold was the one who wanted to take down humans. It should be noted however, she used his contingency plan]].
* ShirtlessScene:
** In "Return of the Dead Guy", he gets spray tanned while naked in front of Zack and Carey.
** Again in "Looking For Mr. Goodbrain", in his hotel room after [[spoiler:sleeping with Liv]].
* TheStoic: Hardly ever shows emotion and stays unfazed through most of his actions, it's not until near the end of the third season he starts to show emotion.
* TyrantTakesTheHelm: He is far less kind than Vivian, but he is command now.
* WellIntentionedExtremist: Chase really does care for the well being of zombies but thanks to the underhanded tactics he took to try and take power in Seattle and a prejudiced fear towards his kind, he's left with a city on the brink of destruction and managing it slowly drives him mad, with Chase taking increasingly violent actions to keep power, though everything he does is in the name of hopefully carving out a future where zombies can live in peace.
* WhenHeSmiles: He is generally stoic and unsmiling, but when he does smile he manages to convey genuine warmth.

[[folder:Enzo]]
!!Enzo Lambert
->'''Played By:''' Creator/JohnEmmetTracy
[[quoteright:250:https://static.tvtropes.org/pmwiki/pub/images/enzojpg.jpg]]
Chief of Security for Fillmore-Graves. His job is to investigate cases in which the victims are zombies. However, as time goes by he increasingly seems to be running his own agenda, which culminates in him seizing control of Martin Roberts' terrorist faction and then taking over Fillmore-Graves himself.

----
* ActuallyPrettyFunny: Found Renegade being a "little old lady" to be rather amusing.
* BigBad: Becomes this in Season 5, [[spoiler: after he kills Martin Roberts and takes over the extremist faction of Fillmore Graves.]]
* ChronicBackstabbingDisorder: He partners with Angus for a while, but then helps the military slaughter Angus's cult and Angus himself. He then supports Major for a short while until growing disillusioned with him and mutinying. He's caught and imprisoned, but then freed by Roberts, and he joins with Roberts in response... until Roberts tries to back away from his plan and Enzo shoots him in order to ensure the plan is carried out.
* DirtyCop: He frames innocent people in the deaths of Mama Leone's security team in order to cover up how Blaine was the real killer (and how he did it at the request of Chase, Enzo's boss).
* EverybodyHasStandards: Smug and pompous he may be, he wasn't all that bad of a guy really... at least at first.
** Although he wasn't opposed to executing Mama Leone to serve as an "example" against human smuggling, he did not actively push for it either like Hobbs did.
* HeroOfAnotherStory: The biggest one of them all. While everyone else of importance were busy saving Liv during the season 4 finale, he was saving the whole dang country from a massive zombie exodus with the intention of turning half the population into zombies and leave the rest as cattle.
** Subverted in season 5 when he joins with, and then usurps, Roberts.
* MauriceChevalierAccent: He usually speaks like this.

----
* AmbiguouslyEvil: Shares the same worldview as her bosses being a zombie and all. [[spoiler: The Ambiguously term is shaken off in the season 3 finale]]
* AntiVillain: [[spoiler:All of her actions came from the fact that Zombie Island would make them an easy target were the humans to ever want to eliminate all zombies, simply they just had to drop a nuke on the island]].
* BigBad: In the Season 3, she's [[spoiler:responsible for the deaths of Wally and his family, as well as the outbreak of disease to provide zombies with a constant food source]]. When the higher ups at Fillmore-Graves don't want to [[spoiler:take such a violent method, she murders Vivian and later attempts to take out Chase too]].
* BoomHeadshot: [[spoiler:Her fate in Chase's hands]].
* EvilAllAlong: [[spoiler:She was the one behind Wally's murder and Vivian's death and even the Aleutian Flu and the poisoning of the vaccines, making her the BigBad of season 3]].
* TheExtremistWasRight: Season 4 reveals her worry about Chase's zombie utopia within Seattle were very legitimate, with the government [[spoiler:cutting off their supply of brains and threatening to nuke them at any sign of aggression]].
* HiddenVillain: [[spoiler:The villain of season 3 was never discovered by others. Carey just reveals herself to be the one behind the murder of Wally and Vivian by the end of the season]].
* NonActionBigBad: Similar to Vaughn before her, Carey [[spoiler:does very little personally, relying on manipulation to set her plan into action and once Chase figures out what she's up to, she doesn't make it through the scene]].
* TheStarscream: [[spoiler:Ordered the deaths of not only Wally and his family, but also oversaw the helicopter explosion that killed Vivian. This forces Chase to abandon the idea of a zombie island.]]
* WalkingSpoiler: By the time she becomes relevant to the plot, [[spoiler:it's revealed she was the HiddenVillain of season 3]].
* WellIntentionedExtremist: Carey is trying to save zombies from being hunted and provide them with a constant food source but to do so she [[spoiler:sacrifices many zombies and tries to kill thousands of people to protect her kind]].

One of the zombie teenagers that joins Fillmore-Graves under Major's command.

----
* ChronicHeroSyndrome: Major notes that he seems to have this, as he stands up to a zombie bully even though he wasn't being bullied himself and Major could probably have handled things anyways. This is why Major calls him 'Captain Seattle,' and why he asks Webb to join Fillmore-Graves.
* GoodIsNotSoft: Sweet kid who isn't afraid to stand up for himself or others.
* [[spoiler:KilledOffForReal: Shot dead by Chase Graves.]].

* SurprisinglyRealisticOutcome: She's a teenager who was forced to join a private army for food despite having no real skill in that area. Her incompetence causes several problems, including allowing the sociopathic Russ Roche to steal her gun and escape custody.
