7* BadassInANiceSuit: The standard outfit for Public Safety is a dress shirt, suit, and slacks, which the Devil Hunters wear even in the field. The suits are actually a kind of [[BulletproofVest "armor"]] of sorts, being bulletproof and in most cases, can protect the wearer from fatal attacks.
8* BrainDrain: The Public Safety agents who don't die on the job or quit the business entirely tend to move into safer devil hunting jobs in the private sector. It's implied the agency provide most hunters an entry level position, and all the ones just looking for money want to build up their resumé and get the hell out. The ones who stay long-term tend to either have a genuine interest in protecting the people, want {{revenge}} against devilkind, or [[BloodKnight just love fighting]].
9* BulletproofVest: Their suits are durable enough to let Aki survive the same attack that ''cut Denji in half''. 10* CreatureHunterOrganization: They're the government agency in charge of [[DemonSlaying hunting dangerous devils]]. Freelance Devil hunting for profit is also legal, so Public Safety has to coordinate with private hunters to keep civilians safe without [[JurisdictionFriction overlapping targets]].

18* HunterOfTheirOwnKind: A number of Public Safety's Devil Hunters are themselves Devils and related entities, and some other Devils lend the Hunters their power (more readily or exclusively than to the general public). 20* NoSuchThingAsHR: Interpersonal rules in Public Safety are incredibly loose, at least in the Special Divisions. Several fights and even attempted murders between agents go unreported. Many hunters are Devils that can't be held to human standards, yet also lack any right to formally complain or quit.
21* NonuniformUniform: Public Safety has a standard, unisex outfit but many agents leave off the suit or wear sneakers instead of dress shoes. The Devil agents tend to be even more lax, and sometimes their bodies don't fit normal clothes (Princi's extra legs require her to wear a skirt instead of pants; Beam's shapeshifting powers would destroy all but the minimum amount of clothing).
22* OnlyInItForTheMoney: Some Public Safety Devil Hunters aren't particularly interested in protecting people or taking revenge on Devils, they just see it as a job that pays good, doesn't require a college degree, and [[SignedUpForTheDental has a lot of paid vacation]]. These people tend to move onto safer jobs in the private sector once they get the necessary experience.

It's implied a lot of "devil hunters" are just licensed as such as a legal pretext to use devil contracts for mercenary work, with varying levels of government approval.

63* DealWithTheDevil: Kishibe has made a contract with three Devils, the Knife Devil, Claw Devil and Needle Devil, and it's stated that there's nothing left on him that he can trade away.

He's also covered in scars all over, is an extreme alcoholic and has given up so much from his body during his decades of work that he can't even use his contracted Devils anymore. Not only that, but he's also horribly depressed after all the needless death and destruction he's had to witness, and still carries the heartbreak of having been rejected by Quanxi. He's a grim reminder of what a Devil Hunter can end up like if they're ''un''lucky enough to survive to old age [[RedshirtArmy in a job where everyone else drops like flies]].

74* HiddenDepths: Initially comes off as just a cynical drunk, but it turns out he's both entirely warranted to describe himself as TheAce and a great deal more sympathetic as a character past his stoicism.
75* ILied: During one of their training sessions where Denji and Power managed to set up a decent set of surprise attacks against him, Kishibe praises Denji and Power for their hard work, then promises training is over for the day. As soon as Denji relaxes, Kishibe puts a knife through his face and reminds him to never trust a hunter.
76* IWasQuiteALooker: The omake about his and Quanxi's history shows that he was quite a {{Bishonen}} as a younger man. Decades of Devil Hunting and subsequent alcoholism wore him down.
77* IncompatibleOrientation: Back when they were partners, Kishibe confessed to Quanxi that he liked her, only to be soundly rejected as it apparently coincided with her discovering she was a lesbian. Making this more pathetic, Kishibe realized this ''before'' Quanxi did.
78* InexplicablyAwesome: Kishibe himself states that he's [[WorldsBestWarrior the best Devil Hunter alive]], and given how he [[CurbStompBattle thoroughly trashes Denji and Power]] during their "[[TrainingFromHell training]]", it's clearly not a bluff. Pingtsi (one of Quanxi's fiends) points out that he's been [[DentedIron so physically beaten down]] that there's nothing left for him to contract with, and yet the next time we see her and one of her compatriots, Kishibe has them both captured without seemingly any effort. We never get to see exactly why or ''how'' he got so badass, but it's entirely possibly that he relies on [[BadassNormal physical strength alone.]] Despite being over 50 years old and having no apparently superhuman defensive abilities, he can hold his own with [[SuperSpeed Quanxi]] in a fair fight and survives [[CarCushion being thrown out a window onto a car]] with zero apparent injury. He notes in his first proper chapter that he was incredibly strong since he was a ''child'', which may explain why he's able to keep up despite his age.
79* InformedAttribute: Kishibe introduces himself as a lady's man, listing "women" as an interest equal to drinking and devil hunting. In the present, he never shows any clear sexual interest in ''anyone''. A flashback showed he was quite a womanizer as a young man, but within a few years became solely focused on Quanxi.
80* JerkWithAHeartOfGold: He's a BrokenAce and SinkOrSwimMentor who takes Denji and Power under his wing solely because he can now have proteges that he can outright ''murder'' however many times he wants without lasting consequences. He eventually comes to be fond of them to a degree and his ultimate goal is to [[spoiler:kill Makima to stop the pointless sacrifice of innocent Japanese citizens and colleagues from continuing.]]
81* KatanasAreJustBetter: He's shown wearing [[DualWielding twin katanas]] on his back in a flashback to when he was working alongside Quanxi, though he's never seen actually using them.
82* LightningBruiser: His strength is accompanied by incredible reflexes and speed, as seen when he easily takes down Power and Denji in quick succession without blinking an eye in his training sessions. This is highlighted in the anime, where he manages to stab Denji multiple times within the span of a single second, and each stab sounds like it was shot out of a cannon.
83* LovingAShadow: Supplementary materials deconstruct his infatuation with Quanxi, explaining that the reason he was enamored with her was because her immortality made her the only stable and unchanging part of his chaotic life as a hunter. He recognizes that he loved her precisely because it felt 'safe' loving her, she couldn't just suddenly die and leave him. And then [[spoiler:Makima]] doesn't even let him keep that.

Like the protagonist, he was originally a brazen and arrogant young Devil Hunter with base desires (booze and women) who wielded bladed weaponry and had contracts with Devils associated with such. Years of losing colleagues and witnessing demonic horrors have beaten him down into what he is in the present day. Also, both he and Denji held romantic feelings for dangerous hybrid women, both of whom were [[spoiler:killed and enslaved]] by [[spoiler:Makima.]] The end of Part 1 brings this to the fore as master and student wind up on the same park bench, depressed and dour.
96* SinkOrSwimMentor: He advised Himeno to beat her training into Aki, because Devil Hunters don't have time learn to slowly. He trains Denji and Power by essentially terrorizing them every day, and doesn't seem particularly concerned about their physical or mental well-being. Since they regenerate from fatal injuries, he's got no reason to hold back when it comes to training them for a life-threatening job like a Devil Hunter.

103* TakeAThirdOption: Knowing that [[spoiler:Makima]] has potentially millions of backup lives, making killing [[spoiler:her]] a protracted and impractical process, Kishibe's coup is centered around using the [[spoiler:Hell Devil]] to get rid of [[spoiler:her]] without conventional lethal force.

It's not specified if he got over since, and he doesn't bring it up when they met in the present, but he's not shown interest in anyone else. Supplementary materials imply he's more or less okay with that though, as his infatuation with the immortal Quanxi mainly serves to give him a sense of stability in a life where he constantly loses people.
