I don't know actual quote, but I have seen the episode and I know it didn't think that a 34% tip on a meal price you might realistically see at a good steakhouse is an example of cheapness...

Weasleymum: Page lists Ross Geller of Friends. When is he ever shown to be a cheapskate? I remember one episode when Rachel's father takes them out to dinner and leaves a crappy tip, which horrifies Ross (who tries to leave more cash on the table, hilarity ensues, blah blah blah). And another, when Chandler and Joey buy last-minute Christmas gifts at a gas station; they got some 2-dollar gift for Ross, who had given them sweaters. Seriously, I can't think of any instance of cheapskatyness by Ross (or Monica, his sister and equally Jewish), and I think I've seen about every episode. Anyone want to remind me?
