"Cartoons are supposed to be dumb"
It's more off they can be just dumb, they can be just silly, they can be both, and they can be neither. But if you ask me, the best ones are just silly with a tad bit of dumbness (I find idiocy funny TBH), serious enough to be well-written yet maintain plenty of silly, and silly with a mild serious thrown in. These result in cartoons that kids and adults alike can enjoy, and IMO those are the best kinds of cartoons. But that's my two cents.

Cartoon Network, I am ashamed of you
This is one of the worst shows I've ever had the displeasure of seeing. To be honest, I haven't seen many episodes but I don't want to see anymore of this. I get that cartoons are suppose to be dumb but this is too much for me. I can't stand to even look at the characters, the dialogue makes me feel like I'm losing brain cells, and it's just too ridiculous. It's not even that funny! I understand that kind of show-the one of stupid kids doing stupid things and not learning their lesson-and I can usually deal with it-sometimes I enjoy it-but in this case, it's just too grotesque for me. I can't stand the fart jokes, the Accidental Nightmare Fuel, or the anything about this show really. Like I said earlier, it's just too extreme for me. I don't see how anyone can like this and if they do, I don't see them looking back on this series years from now with any fondness.
