Reason: While the line in question, as Campbell states on the comic's Facebook page, is indeed meant to be "questionable," it isn't intended as a "punchline." QUILTBAG is a dramedy, not a gag-per-day strip.

Reason: Expy doesn't refer to a character undergoing personality shifts from the original series to the Spin-Off. Rather, as the trope page makes clear, it refers to a character that's clearly based on another character, not the same character in a different setting within the same universe.
Also, although there are indeed, in QUILTBAG, aspects of Lisa's personality, both positive and negative, that didn't manifest in Penny and Aggie, I'm not seeing how she's become similar to Aggie. Aggie has never been shown engaging in casual sex, nor wishing she'd been abused so she could feel she had "real" problems, nor, really, any of the behaviours Lisa's displayed in QUILTBAG.
