The Joker doesn't need to be mentioned at that point because his part of the story is resolved, and the final 15 minutes or so are focussed on wrapping up the Two-Face plot.*
The Dark Knight Rises is a whole different story that takes place eight years later, so to mention him at that point is unnecessary; if he's rotting in Arkham, no one needs to care about him anymore. His disappearance from the series is a little odd when you consider his line, "I think you and I are destined to do this forever," but as the entry said, there's a reason for it. The second point is far more interesting, as it seems Batman left the Joker and his men in a party full of rich, defenseless Gothamites. That's the kind of situation the Joker would love to take advantage of, but it's never addressed.
