I question the current page quote — the quote is about slinky Ms. Fanservice dresses needing to include actual armor. I suppose they both contain the concept of an armored dress, but a quote about the lack of a trope's existence doesn't really seem appropriate.

Also, this could actually have some utility, depending on how wide the skirt is, the wearer could actually conceal weapons, or even troops under it. Tricking the enemies into thinking she's defenseless, only to spring a kickass trap on them! At least, that's what someone on DeviantArt mentioned. Also, the skirt part would probably be retractable.
There's some Knight Princess in The Swan Princess, who more than fits this. She also has armor plates on her cheeks for some reason.
